Letter on GATS and Federal/State Consultation

Maine's governor is concerned that Maine's state programs affecting healthcare, zoning and gambling may be harmed by the GATS agreement under negotation.  Federal officials have not worked closely enough with state and local government representatives to protect these governments' rights.
