H.B. No. 2199 - A Bill for an Act Relating to International Trade Agreements

This bill expresses concern that procurement provisions in trade agreements - which former governors have accepted without legislative approval - could effect state programs.  Certain Hawaiian programs at risk include those meant to encourage recycling and discourage offshoring of jobs.
